I am running as an independent in the next election for Sheriff of Q.A.Co.. My $3,000,000.00 law suit against the Q.A.Co. Sheriff's Dept. is scheduled in Federal Court 7/27/09. Between now and the election I will be informing the citizens of the rampant condoned corruption in this county. I am running as an independent for the obvious reason. The Sheriff should work for the people, and not a political party. In my opinion both parties need to get their acts together before it's too late. My background is simple. I am a decorated Balto. City Police Officer retired due to a line of duty injury. Hitting the bricks on foot in the Eastern District in 1965 taught me how to be a "Pollease". I've made hundreds of arrests for everything imaginable including two cop killers. I grew up in a family of Police, Fireman, Soldiers, and Navy men as far back as the Spanish American War. I graduated from Balto. City College in 1962 where I wrestled heavyweight, was captain of the track team under legendary coach Jerry Nathanson, and was the M.S.A. discus throw champion. From high school I went to work for Black & Decker in the Towson factory where I became the companies youngest lead man. Still married to my high school sweetheart for over 45 years I have two children, and five grandchildren. My platform will be simple. The Constitution is the law that protects our freedom from oppression by the authorities. My deputies WILL obey the Constitution. They will lead by example or they will be looking for a job. I will give classes to the general public on our Constitutional rights pertaining to car stops, vehicle searches, person searches, and home searches. This county will have a civilian review board to handle Police misconduct, and the average citizen will be on the board. I will train a civilian posse how to find the criminals, and them arm them with video cameras. Criminals and bad cops beware. In my opinion the war on drugs is a failure. I will attack the drug problem in the schools with education, and on the street with aggressive Deputies that aren't afraid to go after the big boys. We have many good Deputies looking for the man that will lead the charge. When I'm elected I will lead the charge in front of the men, and not from the office. The gangs are coming to our county, the crime will go up, and we are not ready to handle the problem.....I expect to hear many negative comments on this forum from the misinformed, but anyone who ever worked with me will tell you, Pete Richter is fair, and will stand his ground no matter what the odds.......Any Questions? 410-643-0286

Pete, this is the question that I asked Hoffman when we was campaigning last time, and I wasn't happy with his non-answer. So here goess.
Which do you think is more important: The letter of the law, or the intent of the law?

robmore........I police to spirit of the law with common sense. Physical harm crimes and thefts deserve immediate action by the cops.......Disorderly conduct type crimes need a different kind of action. If the neighbors don't mind the punks using profanity and poor behavior, so be it. If one neighbor makes a complaint on the punks I'll put a stop to it, and try not to give a kid a criminal record for being stupid..............Traffic laws SHOULD NOT be enforced to the letter of the law. Instead of being seat belt jockeys the cops need to go after the violations that cause injury to others first...........Adami....I'll talk to anyone in person or by phone 410-643-0286. The biggest problem across the country with law enforcement is the fact that cops forgot who they work for, and that the Constitution is the law. We are citizens, not subjects.

I must say...Pete...there are some things I do like about you. For one..you are not afraid to speak your mind...argue your point...admit that someone has a better point than you...and I have seen you admit you were not correct. These are all good qualities. I do like the fact that you would take "stupid" in to account when it comes to a kid. We all grow up and I can probably honestly say..we are not the kids we once were.
I believe when someone becomes a police officer..they are doing it because they want to make the world a better place. Its when they take the job...they get corrupted by others who do not have that goal anymore. They could have lost that goal by becoming burnt out on what they have to deal with every day...I just don't know. I have seen this happen in nurses...they lose their compassion (not all of them...but i have seen more then a few) I have never dealt with anything but polite police officers...I guess I am lucky. Barb.......In the words of Mrs. Forrest Gump, " Stupid is what stupid does".......Believe me Barb people become Police Officers for all kinds or reasons. The money, the benefits, the power to help society, and the steady work are all good draws. On the other side of the coin is the guy who couldn't make the football team, lacked the courage to get into a fist fight with someone his own size, never had a girl friend, and showed no respect to the handicapped and elderly. The badge makes this guy seven foot tall. They are all their........In the old days it took about eight years for a cop to burn out. Today it's is less than a year depending on where he works. Why? They see no light at the end of the tunnel due to the NO POLLEASE TYPE LEADERS running the show.......When I'm Sheriff all the Deputies will be polite to every citizen or the they will be looking for a job. However, if the citizen responds with bad intention's and the Deputy stands his ground, I'll back the Deputy all the way.

Pete, what is your feelings on whats going on internally with the Sheriff's Office under the Current Administration and whats was mentioned under the other thred "our sheriffs office issues"? What if any changes would you make and who would you appoint as your Cheif Deputy or would you keep the current one in office?

adaml & Dee Lightful.........I ran last time to take votes from M.S.P. Sgt. Earl Beville, and M.S.P. Capt. Marty Knight. Also, to apprise the citizens of their rights under the Constitution, and to point out the corruption in Q.A.Co.. That mission was accomplished.......As for what's going on in the Sheriff's Dept. I'll put it to you this way. The proof is in the pudding. Crime is getting worse by the day. Most younger citizens fear rather than respect the Police. Most of the Deputies are good people who have been guided in the wrong direction by incompetent supervision. When I'm elected the Deputies will be proud to wear the badge.......As for changes, be assured that some heads will roll..........As for Hoffman, make your own decision.......As for me there is one thing for sure, I ain't no Politician.

Pete, when are you going to have a PR event? Are you going to be in attendance at the second "sunset at the narrows"? Amen to changes and your feelings on some of the incompetent supervision, however there are some excellent supervisors there but I am sure their hands are tied as to what and what not they can do, so you can't judge all by a few select ones! What were your feelings on the Bay times article about the sheriff completing the FBI academy? I hope that you can get out in about and meet with citizens and buisness owners of the county and get your name and face out there! Best of luck to you and please PM me if you need any help, I am sure there are many others out there that would like a change for the GOOD!

adaml......Thanks for the heads up on the second "sunset at the Narrows".......I will untie the hands of the good supervisors as long as they have the best interest of the citizens at heart. When the heat comes down from the GOOD OLD BOYS I'll back my men........The news media is show business, and profits over the real truth on too many occasions. Our Bay Times has some good reporters chomping at the bit to print the truth. The story can be distorted on the entire front page while the retraction is one line hidden in the obituaries.........As far as face and name recognition. I'll be in Federal Court 7/27/09 for my $3,000,000.00 law suit against the Sheriff's Department for violating my Constitutional rights. I guarantee you Pete Richter will be on the national news.......What most people don't understand is that the crooked system (Cops-Judges-Politicians-Department Heads) does the right thing 95% of the time. It's that other 5% that's taking our country down........I didn't learn to be a POLLEASE in the Police Academy. I leaded it from the Street Sergeants in the Eastern District. These men grew up on the streets, made it through the depression, WW2, Korea, championed the underdog, went to church, and they didn't get shook up over a seat belt violation........We need to take our country back.

funnel101........The problem with drugs is the profit made by the criminals who then use these profits to corrupt the system. Last year over 6,000 metric tons of illegal drugs came across our southern border. What does this tell you.......Legalization is the answer. It's easier for a kid to buy drugs than it is for him to buy alcohol or cigarettes. Why? = The dealer will sell it to anyone with the cash, and you can't control what you don't have control of. The criminals control the drug trade.......You can't stop prostitution, gambling, or drugs. When I'm Sheriff I will be in the classroom with the kids convincing them that drugs are BAD. Legendary B.C.P.D. Homicide Detective and professional entertainer Bobby Al Jolson Berger will set up the program. Hank Williams Sr. worked for the medicine man. Hank sang on the back of the wagon. When the crowd gathered then they sold the snake oil. You have to bring them in to sell them. One idea is to use a dummy for the bad guy drug dealer and have 7 foot Deputy Clough come into the classroom to arrest the dummy. I guarantee you the kids would remember it the rest of their lives. Education is the way to go........Until then the law is the law. You're dumb enough to get caught, you go.

there's another side to this--there seems to be a lot of "everybody's doing it, so might as well make it legal," or some version of that. while i understand that this might slow the illegal trade, i don't quite understand the logic of essentially condoning an action. i know, i know--remember prohibition--but at what point so we say "no, this (whatever it is) is NOT ok"?

moosie.............Drugs are bad they are not O.K., but you can't stop people from using them. You have to do what's best for the community. Education on the evils of drugs is the way to go. You won't stop all the junkies, but you could stop a lot of kids from traveling that lost highway.
