In addition to the 30 years max for 2nd, I found this: State of Maryland Sentencing Guidelines for Handguns Unlawful use in commission of felony or crime of violence, subsequent 20 years Max; Min: 5 years Let's see, he is 67 and probably will have a life term due to his seniority. Plus there is a scoring method for sentencing guidelines and the hand gun use in commission of a felony adds to his sentence for the 2nd degree murder. Happy retirement Pete!

zacjambra you are wonderful for your post and I am sorry you had to be subjected to this awful event. I am lucky that I do not live anywhere near Richter. I have had the sad experience of being in Richter's presence several times and had a gut feeling of his instability and have personally witnessed his paranoia and conspiracy theories. I only met Mark a few times and know he did not deserve this in anyway. It is extremely sad that there are sub-humans like Richter in this world and people like him make our existence much more sad. In my opinion I condemn anyone who supports or attempts to support this kind of behavior from Richter. God Bless you zacjambra!

Justice? I don't know? One man dead and one man in jail maybe till he dies. Familys on both side will carry this stupid act for the rest of their lives. I am sorry for the Xander Family and I feel pity for Richters Family.

Is it possible that while "Pete" was on the edge he was pushed over that edge by some on this site tauting him? Plus the torment of his neighbors? What might seem like a little quip to you and I is a BIG DEAL to someone with psych issues. Please don't say "well, if he had psych issues he should have been in a facility somewhere" if that were the case we would lock up a lot of KI residents.
I am NOT saying what he did was right, just that perhaps he was pushed to his personal limit.
Thoughts?

This truly makes me sad. 14 years of animosity. If you can't stand your neighbor that much then move. But then again, if you love your home, torment your neighbor so he will move? That is not directed at either party, just an observation. I just find it sad.

I think everyone should lighten up on Charles Richter. You know, because he had to give up police work and retire early because his knee went bad. You know, he had to start taking in his pension earlier than planned because of a bum knee.

I'm confused as to who tormented who. Even after one shot another. Seems to me like the old a-hole who video taped everything was a psychological terrorist. But, then again, someone broke in 15 years ago and stole something and caused 22,000 dollars worth of damage to something so maybe they deserved to be video taped and cursed at.
Who is the real victim here? The loud mouthed paranoid bad word beginning with the letter f that had a problem with everyone east of the bay bridge?
Or the ugly bald guy with the funny mustache whose Rottweiler has been causing problems for the last 14 years?
Seriously, Richter was messed up. You would be talking about ice cream and he'd change the subject to your constitutional rights. That's textbook crazy. Now there are charges of possession of child pornography and witnesses to his videotaping of children surfacing.
It's sad, but alas... A creep was among you. I bet the are at least 5 more.

A retired Baltimore city police officer pushed to the edge by a message board on the Internet. How about he was forced to retire to save embarrassment to the Baltimore police force? Why is it nobody questions his record from when he was on the force? It's not like he suddenly went batshist when he bought land on the island. Pretty sure he's always been an a-hole who couldn't keep his mouth shut.

YES, exactly. Some people take these message boards to extremes and start to "live " them. I know this is NOT normal behavior for the average person BUT if someone is mentally ill it can all make sense to them. Add on top of that that he was living next to a guy or family who for what ever reason there was conflict with for years. NO, I do not know who did what to who first nor does it matter..
Some of the threads on here were just members needling him B/C it was funny for the moment and they forgot about it ( I am assuming here folks) While Pete took it personally and in real life. I'll be the FIRST to admit I watch some of the threads for hours for entertainment on slow nights at work. I am guilty too of poking someone out of boredom. Doesn't make it right though.
Kind of like in the 1980's with kids and young adults playing Dungeon's and Dragons crossing the "line" and committing suicide.
It's easy to push peoples buttons on the computer as you sit behind the key board. Meet them in real life and they are nice as can be. Cyber Bulling?

A true sad state of affairs no matter the ultimate outcome...This crime, commited by Richter, has tarnished our legacy here on the eastern shore and tainted many minds into believing crimes of this nature are a common occurrence.

I had some contact with him through my place of employment. He was a bully who enjoyed intimidating people. Now, he's a convicted murderer. Soon to go on trial for alleged possession of child pornography. I don't understand why some are still defending his actions?

Gotta have a fall back plan in case your initial case end in acquittal.

What happened to Mark was terrible. It didn't need to happen. However, after meeting Pete on several occasions, this is something I never expected. He seemed to be a lot of talk and lectures, but not physical. He followed the letter of the law and never strayed. I was shocked when I found out he shot his neighbor, and knew there had to be an angle to the shooting. He seemed too smart to do something that stupid. As far as KIO, he took everything written very lighthearted, and would never say anything bad about anyone who criticized him online. He would say even the wimpiest guy could be a bully online and found a lot of the writings amusing. He enjoyed the controversy and would laugh about the things written about him. He attended a few of our functions and would never let you get a word in as he informed you of all the corruption in the legal system. This whole thing makes you re-evaluate people.

I have been around Richter over the years, I know the players: Law Enforcement, State's Attorney, etc. In my non professional opinion Richter had several serious mental issues. He was always mad at something and had far too many conspiracy theories, some of his theories I know for a fact were far from factual. I could not have lived near him without moving away. To me Richter's issues were obvious as writing on a wall. I feel sorry for there being people that are ill like him but even more sorry for people that have to subjected to his irrational rants and presence. Thank God there are not too many more folks like him in the World.

Justice is served. Yes Frank. Justice is what we rely on here on this Earth when all else has failed. Justice was not intended to bring Mr. Xander back. Justice is not for Richter's family. Justice is merely society's price for crimes committed. I have no pity for Richter or his family. He victimized his own family the day he took another's life.

Yes, he did victimize his own family. I thought the first time I met Richter and his wife she had the classic look and demeanor of an emotionally battered wife.. She may well be the one who has suffered the most.
