Best happy hour has lots of variables.. depends on what you might be looking for:
Cheap drinks? Free food? Good looking gals/guys? Ambiance? People you know?
A couple of my favorites that are not on the list are the Mezzanote in Arnold and the Szechuan Inn in Severna Park..
Ramshead is hard to beat with the oysters and shrimp..
When the weather is really nice I'm going to the Shanty or whatever it's being called these days.. the place in the narrows beside the Narrows restaurant on the dock..
And, when boating up the Chester when the weather is nice my favorite place to stop is the Sand Bar at Rolphs Wharf..

I take it by Big Al's, you all are talking about Big Owl next to The Narrows restaurant. Fun place to hang out.

I'd also have to go with Rustico's; 1/2 price apps. and $1 off drinks! The flat bread pizza's are great!!!

I think it's the group of people your with that makes it a great happy hour. As all the places mentioned have it's +'s and -'s.
