Hello all,
I wanted to give you an update on the Bay Bridge Users’ Bill of Rights we are putting forward this year. This set of legislation consists of 7 bills, and we would welcome anyone to come and testify in support of these at their committee hearings, or to submit testimony. Only two of the bills currently have hearings set, but if you look at the following website, it will be updated with dates of bill hearings.

Here are the bills for this year, along with their committees and any currently set hearing dates. The website listed above has links to pdfs of each bill, if you would like more information on them.
SB 476: Bay Bridge – 3rd Span. This bill will begin the process of building a third span (it is the first step in a necessary and long process).
Committee: Finance
Hearing: Feb 24th, 1pm
SB 475: Bay Bridge Inspection – Prohibition of Toll, Penalty, and Fee Increases Until Completed. This bill would prohibit the increase of any tolls on the Bay Bridge until it is thoroughly inspected.
Committee: Budget & Taxation
SB 483: Bay Bridge – Inspection of Construction Components. This bill requires a thorough inspection of the Bay Bridge by Dec 31, 2009.
Committee: Finance
Hearing: Feb 24th, 1pm
SB 479: MdTA Bonding Authority – Repeal Increase. This bill limits the amount of money that the MdTA can borrow. Because the MdTA must make their revenue match their debt, preventing them from going into further debt which is meant to prevent additional toll increases.
Committee: Budget and Taxation
SB 478: MdTA – Chesapeake Bay Bridge – Tolls. This bill would force the MdTA to temporarily stop collecting tolls if cars going eastbound over the Bay Bridge are waiting 30 minutes or longer.
Committee: Budget and Taxation
SB 477: Require Legislative Review and Approval for Fee and Toll Increases. This bill, as the title states, would require the General Assembly to review and approve any increases. We want to prevent another episode of toll increases without public input.
Committee: Budget and Taxation
SB 866: Impact of Truck Traffic on the Bay Bridge . This bill would establish a Commission to study the impact of large truck traffic on the bridge.
Committee: Finance
Regards,
Senator E.J. Pipkin
