Had a serious dog barking problem several years ago. The dog's were being kept in a backyard pen right under my daughter's bedroom window. they were very neglected and would bark at night "non-stop" all night long. The owner would allow the poop to pile-up for weeks, the dogs would go for days with no water. Calling the sheriff during those barking nights would get a deputy sent out who would shine a flashlight at the pen and leave. I finally went to the library and looked up the nuisance laws, which stated something to the effect a dog cannot a allowed to bark non-stop for 1 hour; and after 3 formal complaints you can demand a formal hearing to have the dogs removed. After making, and informing the sheriff's office each time this was a formal compliant 1,2 ,3, several "officials" showed up during the daytime with camera's, and within a week or so the dogs were gone, so I guess knowing the law and quoting it to the enforcers can get the job done.

We also had a major dog barking problem with our neighbor. I did try talking to the neighbor, I tried being nice to the dog which was totally neglected, after no results called QA Animal Control initially to ask questions, they offered to talk to the owners, nothing official. Afterwords, the neighbor pounded on my door and screamed obscenities about the nerve I had to do that. It was on. Police and District Court followed, using the above mentioned nuisance laws and the neighbor was finally told by a judge: "There's nothing more annoying than a yapping dog - guilty" This was the only way the neighbor would change, and the barking finally stopped.
Bottom line, older folks out here on the Island do not want anyone telling them what to do, or anyone younger telling them anything, or to be told that what they have been doing for 15 years must change.
Maybe the Island used to be the country and had rural charm and more open space, but that's long gone. In the suburbs, which is what this is, folks need to behave a bit differently and follow some rules. Some of the old ways just don't work.

You did the right thing thats all you could do, what would have happened if you did nothing.
Your right The Island has changed and is still changing just like the areas farther east. That guy might of felt like a jerk later wishing he should have done the right thing.
