I can see him not going. We have serious money issues right now and him traveling anywhere costs major money, but send SOMEONE. I suppose he is d**ned if he does, d**ned if he doesn't, though. Some blog would criticize him for not picking someone important enough.
The Bush library opening is next week, I believe. He may be busy with that.
Either way, we have more important things to worry about.

Someone should go. They have always been a strong supporter of the United States.
And when has Obama ever worried about the expense of traveling? That man takes some serious vacations on the taxpayers dime!

All heads of state have been invited, past and present, but very few are attending. It's international protocol...it's not an official state occasion.

Let's put this in perspective, Tomc.
Many of Bush's "vacation" days were spent at his Ranch in Waco, TX. It was like a second White House, and he worked from there a lot.

So you'd argue that because Obama's was somewhere else, he wasn't acting as President 24/7?

I'd argue because Obama did not go to his home in Chicago, he went to Hawaii, India, Vail, Barcelona, etc. Bush on vacation at his ranch in Texas with President Jaing Zemin of China; Obama on vacation Who knows, maybe he did work, but public perseption is killing him!
