....... for the red car to wait until the blue car finishes his left turn before the red car pulls out to begin his left turn? I don't understand the attraction with trying to clip the rear of the blue car's bumper as he crosses your path. I see this at the very least 3 times a week.

Personally and you will not agree with me, but I think that is the slowest process ever in driving, having to wait to turn left for someone else to turn left. If I get to a stop sign, (red car) and want to turn left and the approaching blue car has it's signal on to get left, I have to wait for that blue car to slow down as it comes down the road, almost stop in front of me, go past me, and then turn before I can move. I feel like time goes in reverse sometimes waiting for that entire process to happen.
I am already there waiting and ready to go, now I have to wait on the blue car to do everything I just did before I can move. It's one of my pet peeves having to give way to someone else turning left just as it is with you. I normally just go ahead and turn left if I see the blue car slowing down with it's signal on.
By the way, where did you get that drawing?! Wicked cool!

I see this at the very least 3 times a week. I saw this with a green car and a pickup.........well, I guess that's not really the same. My bad!

I'm with you there, freefallin. It can take forever, and I do get out in front if I can. However, when I am stuck there, I at least wait for the guy to finish.
As for the picture, I made it in MS paint. The stop sign and two cars I stuck in there from a google image search.

Am I missing something?
If blue is past red enough for red to proceed,,,,,
when should red start its' turn? when blue is behind red? when blue gets home?
When is blue done enough for red to go?

In my view, when blue has passed over red's intended path, then red may move. Remain still until blue's rear bumper leaves your intended path.

I don't understand the issue of having to wait for blue to make the turn..... Red is at a stop sign, blue doesn't have one...so he he as the RofW...but if you are sitting at the stop sign and see blue 1 mile away and sit there till he gets there and makes the turn...that's your fault, unless traffic is coming from the other way.....
Just my guess....
As far as the OP goes.....People are in a hurry... they just don't care!!!

YEP people just do not care any longer. same thing with no head lights on during a rainy day? you can see the vehicle much easier if its lights are on...... oh well
