The Honorable 10/07/09 Chief Judge, Robert M. Bell Subject: Courtroom Corruption
Sir, I am coming to you as a decorated Balto. City Police Officer retired due to a line of duty injury, and current candidate for Sheriff in Q.A.County. My goal is JUSTICE Q.A.Co. Deputy States Attorney John Mark McDonald was charged by Md. State Trooper Bath for driving 77 mph in a 55 mph posted zone on rt# 50 in Easton. I started posting this information on the internet forum (kentislandonline) on 9/03/09. Well over 2,000 citizens have read the information, and were anxious to see the outcome of the court case which was scheduled for 10/07/09. Adding to the suspense I predicted for all to see the outcome of the trial. Needless to say what I predicted came true, and I don’t have a crystal ball. A visiting Judge John Nunn was brought in to replace sitting Judge Atkins to lessen the cries of injustice by the citizens. The trial date was changed to 10/05/09 to insure that the Trooper Bath would not be in court to testify. I personally sat in the Easton Court Room and watched my prediction come true. However, I did not predict that the bailiff would notify the entire court room that they would be found not guilty if the police did not show up for court. By not notifying the police or witnesses of trial dates is a tactic used in Q.A. County to circumvent the law. Deputy States Attorney McDonald is a former Talbot Co. Ass. States Attorney with the connections to make my predictions happen. Another cloud of corruption is hanging over the Eastern Shore Judicial System at this time, and the complaint is on your desk. Citizens in Deputy States Attorney John Mark McDonalds court house in Centreville are not granted a not guilty verdict when the police fail to show up for court. Even if the citizen requests that his right to a speedy trial is requested. I am respectfully requesting that you use your position to direct this criminal complaint to the States Prosecutors Office in order to remove this cloud of corruption hanging over the Talbot Co., and Q.A.Co. Court House. One last prediction would be that your Judges were blindsided by Q.A.Co. John Mark McDonald.
Respectfully, Charles (Pete) Richter Jr. 109 Emory Circle Stevensville, Md. 21666 410-643-0286

nightnurse......It's not just a speeding ticket my Dude friend. In Deputy States Attorney John Mark McDonald's court room in Centreville citizens are tried, and convicted when the Police fail to show for court. This may be O.K. with you, but it's not O.K. with me, or the victims of this corrupt system.

That's funny. I could've sworn it was the judge's courtroom and that the final discretion to proceed was up to the judge, not the State's Attorney. Besides, if other evidence exists, the police officer's testimony is only a drop in the bucket (albeit, a large drop). Maybe I'm wrong (pretty sure I'm not, though).
And an extra tidbit. Speeding is a minor traffic offense, therefore, a States Attorney is usually not present during those proceedings. The point being that the majority of convictions that Mr. McDonald might be involved in would probably be related to criminal or major traffic violations as opposed to minor traffic violations.
Have a great day!!

I always thought if the cop didn't show then the speeding ticket was dismissed, but a couple of months ago that's not what happened to my neighbor. He went to the District Court in Queen Anne's County, and I think it is Judge Clark's courtoom not Mr. McDonald's but I'm not sure, for a speeding ticket. The cop did not show and instead of it being dismissed, the judge told him he would receive a summons for a new court date, even though he requested the judge dismiss the case since the cop didn't show. So my neighbor got the summons in the mail, went to his new court date for the speeding ticket, the cop was there and he was found guilty. He says the only stuff on his license is from about 12 years ago when he was a teenager and it was for speeding.

Please do not bring the United States Marines into this debacle Pete! The USMC is so much more than any of this...you haven't a clue.

I thought we went through this before man - you need to leave the Armed Services out of this! No one wants to hear that b/s from you or anyone else! You don't know who you are talking to and you don't have a clue what its really all about. You want to run a camapign - then run it - leave all the rest of us out of it and don't continue to attack members of the Armed Services - when you have no clue what you are talking about!

Here's a thought, don't want to pay a speeding ticket, don't speed. If you do get a ticket, just pay it and quit wasting the tax payers money by tying it up in Traffic court.

Pete is right...We DO own the courtroom...Its paid for by our taxes. And I think its very presumptous to have a pissing contest on who "knows" and how much "more" the Marines are better than anyone else other than the Marines themselves......Please... The Marines Ive worked with get pissed about this kind of platitude .
Eine, your logic about the ticket and not speeding makes sense except if we dont ever dissent when something in the system is wrong to us , HOW will it ever be fixed?...whats wrong to some may not be wrong to someone else... Complacency solves nothing, whether you agree with Pete or not...Respect his decision.....He may get upset over something YOU do that ties up the system because YOU believe in it..So it works both ways....History has taught us that.

I don't see where Pete attacked a member of the Armed Forces hale80.
As for the speeding issue, it is frustrating because it's obvious police are above the law since they are allowed to drive 90 mph on the highway when they aren't going on a call. Gotta get those donuts while they're warm I guess!
And now the prosecutors are also above the law?
Who condones this? Who allows this to happen?

Those are great questions to ask...wish people would focus more on that instead of the bickering. Change the sick system.

The Marines were fighting for a cause, which was/is Freedom! The Freedom to give you pete1 the ability to see infractions in the law as a personal attack on your pride!
All the post about wrong doing just makes you seem petty. Why don't you campaign instead of complain! Good Luck pete1.

Deep Sea.........The first step in correcting a problem is to point it out, and the second step is to admit their is a problem. Taking action is the third step...............My friends please let me quote from the Marine Hymn. "First we fight for right and freedom. And to keep our honor clean; We are proud to claim the title of United States marines"...."If the Army and the Navy. Ever look on Heaven's scenes; They will find the streets are guarded by United states Marines"..... Many Marines like George Hoyt are turning over in their graves over the direction our country is going.... God bless the United States marines.

Invisible User.............Are you saying that you have information that Judges are punishing citizens for merely having a bad attitude? If so, is this the kind of person you want on the bench? A judge should deal with evidence, and the rule of law.

Invisible User.............Are you saying that you have information that Judges are punishing citizens for merely having a bad attitude? If so, is this the kind of person you want on the bench? A judge should deal with evidence, and the rule of law. I would have the judge follow the rule of law but also with discretion and compassion and a consideration of the facts and the individuals involved. A story: An acquaintance once was ticketed for driving 35mph in a 30mph zone. He decided to go to court to fight the ticket. When it was his turn to talk to the judge he started with, "this is a bullcrap ticket!" The judge suggested he not use that language in court. "This is a bullcrap ticket!" The judge fined him for the ticket then fined him for contempt of court. The judge then turned to the officer and told the officer he didn't want to see any more tickets for five mph over the speed limit in his court. The sentence was just and followed the rule of law. The judge considered the facts of the case but also considered the attitude of the defendant. If the guy had kept his mouth shut the case probably would have been dismissed at the discretion of the judge. When the guy started with an attitude and maintained the attitude, the judge considered that as well.

I think invisible user is trying to say shut up and put up. Totalitarian govt if thats what you want... So if my taxes are paying for something like a judges salary and the courthouse, the last thing I will do is shut up. Im not afraid of judges, Ive been in court for clients several times....I hold my ground and speak my mind if Im asked a question. Generally, they respect that over the BSing of lawyers. The problem is a lack of action...people being passive sheep and not speaking out when they should....Nothing ever get changed for the better when that happens. The other problem is speaking out can be interpreted as "having an attitude" when someone just doesnt want to hear it..People sometimes cant handle the truth....It can be a sticky situation, if you are a minority or a woman or a young person... I agree that being civil and polite is important in order to be heard but not if you are continuing to be ignored and people use it as an excuse to not take you seriously, its time to be more forceful with your opinions....People have a right to be heard and listened to in court. Ive never had a problem with judges on this, wanting me to be quiet and not speak up. So I know Ive done my civic duty as a tax payer when someone is worried that Ive spoken my mind ;D
