The first saturday of the month there is a test conducted as a test of the "civil defense" system. It should actually be a continuous run, as in it goes non stop for one minute instead of going high and low, high and low for 5 minutes total.
an ambulance call is 1 ring of the siren. Fire call is 5 rings of the siren. Civil defense (ie tornado is incoming, terrorist attack etc....) should be constant high for a minute plus. Imagine the high part of the siren going non stop for a minute and that is what it should be for a civil defense reason.

I think it's weak to blame the siren for your kid bumping his head.... there are plenty of other noises in daily life- are you going to blame those also?
I think the civil defense part of the siren should be better advertised, I'll bet most residents have no clue about it.
